A lot of the post-war and 1960s-70s homes here still run ceramic-fuse boards that were never built for today's loads. A safety switch, or RCD, trips almost instantly when it detects current leaking to earth, cutting the supply before a shock can hurt you. Yes, you need one. Plenty of older homes here were wired before they became mandatory, so we usually add a safety switch on every circuit when we do an upgrade.

No. DIY electrical work is illegal in NSW for anyone who is not a licensed electrician, and for good reason. Unlicensed jobs can leave your insurance invalid, cause grief at sale time, and put people at real risk. Use a licensed sparkie and you also get a certificate of compliance for the work.
